Virginia Jo Dunlap
Interim Executive Director & General Counsel
Jo Dunlap joined the California Student Aid Commission as General Counsel in 2016. She has served as General Counsel for a private non-profit, a senior executive in operational risk management for an international consultancy of a publicly traded company, and as a consultant in information governance and electronic content management, in addition to working with other state agencies.
In 2001, after more than a decade litigating cases in private practice, Jo joined the California Department of Health Services as an administrative litigation counsel. She moved to the California Department of Corporations (DOC) and became the Chief of Enforcement for securities and non-bank lending laws for the State of California. There she led a team of approximately 50 attorneys, accountants and investigators charged with protecting California borrowers and investors. The team obtained approximately $90 million in judgments and settlements to return to consumers during her tenure. She later became General Counsel for (DOC) before joining a Denver-based non-profit that regulated certified financial planners.
She was graduated from the University of Nevada with a bachelor’s degree in Journalism and holds a juris doctorate granted by University of the Pacific’s McGeorge School of Law (magna cum laude). Jo is a licensed member of the California and Nevada (inactive) state bar associations.
