Chief Information Officer
Gurinder Bains was selected in June 2016 to serve as the California Student Aid Commission’s Chief Information Officer (CIO). In this position, he oversees an information technology (IT) portfolio of CSAC. As the CIO, Gurinder serves as the day to day lead for coordinating and managing various functions within Office of the Chief Information Officer, and provides recommendations to the Department’s senior leadership regarding IT, information management, information assurance, and website activities management and operations. He is also responsible in leading a project for a new Grant Delivery Modernization System.
Prior to his selection as CIO, Gurinder held several leadership positions at the Department of Child Support Services, Legislative Data Center and Sun Microsystems. In his more than 20 years of experience, he led IT implementations in large and complex organizations, with responsibility for as many as 110 FTEs and operating budget accountability of $15M. He built a strong reputation as someone who successfully served his customers. His management experience includes oversight of projects and programs for infrastructure, information security, networking, telecommunications, and 24/7 operations. He has extensive experience with project management, integrated and API first development, mobile computing, cloud computing, data analytics, strategic plan development, IT governance, capacity management planning, system availability, and evaluation of new hardware and system software. His leadership style combines initiative, collaboration, strong communications, accountability, analysis, technical skills, and organizational commitment.
Gurinder has an MBA degree from John F Kennedy University, Pleasant Hill along with his BS Degree in Computer Science Cal State East Bay, Hayward.
