Highlights of the Job

Under the general direction of the Specialized & Outreach Program Staff Services Manager I (SSM I), the
Associate Governmental Program Analyst (AGPA) performs a variety of complex analytical duties involving the
California Student Aid Commission’s (Commission) administration of the Cal-SOAP program or one of several
other Specialized Programs. The AGPA resolves issues with a high level of customer service, effective oral
and written communication and correspondence and interpersonal abilities. Duties include researching and
responding to the more complex appeals and customer issues regarding eligibility, payment reporting, and
award disbursement, preparing and delivering training to internal staff and external stakeholders on program
eligibility, administration and policy, and tracking issue trends and developing recommendations to
management and the Commission for resolution and program improvement. The AGPA applies federal and
state laws, regulations, policies, and procedures required to effectively and efficiently complete assignments
related to the Commission’s programs. The incumbent works collaboratively as part of a team during peak
periods to assist with emails, calls, and forms processing, provide training, participate in workgroups, and take
responsibility for specific projects and programs. The incumbent exercises professionalism, precision, and
courtesy in the performance of all duties and serves as a Commission liaison. Travel may be required.
