Welcome to the California Student Aid Commission

Lawrence C. Hershman

General Public Representative (Governor Appointee)

Lawrence C. Hershman, of Greenbrae, was appointed to the California Student Aid Commission in October of 2009. He was the Vice President for Budget for the University of California until his retirement in October of 2007. He was responsible for overall management and supervision of the University’s Operating and Capital Budgets, including developing the Regents Budget request, presenting the University budget request to the Department of Finance and the Legislature, and making recommendations to the President for the allocation of funds to the campuses. This effort required coordination and communication with the University community, including Regents, Chancellors, the Academic Senate, and appropriate student and staff groups.

His career with the University of California began in 1968 as the Budget Officer and Assistant Vice Chancellor at the San Francisco campus, where he was responsible for budget and planning for both the operating and capital budgets. He joined the Office of the President in 1974 and for three years was the Director of Health Sciences Budget and Planning for the University of California system before becoming the Director of the Budget.

Mr. Hershman earned his BS in Business Administration from Miami University in Oxford, Ohio, in 1961, and his M.B.A. from the University of California, Berkeley in 1964.
