Keith Yamanaka became Chief Deputy Director of the California Student Aid Commission in February 2006. He had been Special Counsel to the Commission from 2004.
Mr. Yamanaka previously served as Chief Advisor to California Corporations Commissioner Demetrios A. Boutris, also serving as Acting Chief Deputy of the California Department of Corporations, overseeing department policy, operations, and enforcement of State securities laws from 2001 until 2004.
He was Deputy Director and Chief Counsel at the California Department of Health Services from 1999-2001, where he managed a legal office of 160 persons, including 70 attorneys.
As a Deputy Attorney General in the California Attorney Generalís Office, he litigated cases in state and federal trial and appellate courts, primarily involving State budget and financing cases, functioned as a State bond counsel on several billion dollars of State bonds, and advised State Constitutional officers, and State departments, boards and commissions, and financing authorities on financial and governmental issues. He has also served as an administrative hearing officer at the Cal-OSHA Standards Board, and staff counsel at the State Teachersí Retirement System and several other State departments.
Mr. Yamanaka has a Bachelor of Science degree in Applied Behavioral Sciences -Community Development from the University of California, Davis; a J.D. from the University of California, Berkeley, School of Law (Boalt Hall); and an LL.M. in Business and Taxation from the University of the Pacific, McGeorge School of Law.
